Ithaca and Saratoga Springs immediately come to mid. Both seem to have virbant city centers with new development and are doing well economically. What other upstate cities could be somewhat similar? Perhaps Canadagua near Rochester? Any others that come to mind?

Canandaigua would fit. Auburn has seen development in its Downtown.

Watertown has also seen some development in its Downtown and has had population growth in recent years due to Fort Drum.

Plattsburgh has had manufacturing and population growth in its area also recently.

Corning, which has the Gaffer District/Market Street and Fortune 500 Corning Incorporated is another one.

Geneva has a nice Downtown as well. As does Glens Falls....

Two smaller towns would be Wellsville, which is loaded with industries like Dresser Rand, Alstom and Lufkin and Owego, which has a large Lockheed Martin R&D and manufacturing facility.

Vibrancy would not be the right word to describe their downtowns. They don't have discos or an artsy/foodie culture, but they are very livable.

Another small city that may fit is Norwich, as it has Norwich Pharmaceuticals, Chobani and a few other companies in/near the city. Norwich, NY Community Videos - Welcome

Oh, how about ones accessible by train from NYC (and with train stations in the walkable parts)?

I believe that Hudson would work in this regard. Fort Edward near Hudson Falls and Glens Falls is another one. Rochester's is located in its Downtown. Plattsburgh and Port Henry would also work.

Here's a list: https://www.amtrak.com/station-search-results

You can also view the area around the train station as well.

While not even a village anymore, Seneca Falls has the Women's Hall of Fame, along with NY Chiropractic College, del Lago Casino and companies like Bonadent and ITT/Gould Pumps early. Waterloo is literally another village a few minutes away to the west, with Geneva not much further west. Auburn is also only about 15-20 minutes to the east.
