It states that there is a 99% housing occupancy, but that was stated in 2013. There has been more housing constructed and finished or is currently being constructed.

This has been opened recently at the former Hotel Syracuse as well: Hotel in Downtown Syracuse, NY | Marriott Syracuse Downtown

There have been other hotels that have been built or revived in recent years, with I believe another possibly in the works. This one is right across the street from Armory Square: Syracuse Hotels | Courtyard Syracuse Downtown at Armory Square


This one is in Armory Square: Jefferson Clinton Hotel - Hotels Syracuse, NY

For those that like Hockey, games 4 and 5 take place this weekend(Fri and Sat)at the War Memorial Arena in Downtown Syracuse: Syracuse Crunch - Crunch take down Griffins, 5-3, to earn first Calder Cup Finals win

Rochester has over 7500 residents downtown and growing rapidly with units in the construction phase to reach 10,000 soon. That is more than any of the other downtowns and possibly more than all of them combined. There is even a grocery store that has been there for a couple of years, a 99' waterfall and don't forget the week long Jazz Fest later this month.

I believe that Buffalo has over 8000 in its Downtown and Syracuse has about 3500 or so, with both also growing due to more housing being built. I'm not sure about Albany, but I wouldn't be surprised if there is population growth in their Downtown as well.

Some of this may depend on what is viewed as "Downtown" and the census/count year, as I've seen a range of numbers for Downtown Syracuse alone.
