She-Qua-Ga falls in particular has a relatively small watershed. Some of the state parks have reservoirs to keep the falls going through summer. This falls doesn't. So it varies based on precip for the week or two prior, difficult to generalize mid to late August.

Unfortunately USGS does not report percentiles for date for any stream gages in Schuyler County. West of there is normal and east of there is above 75th percentile flow as of today https://waterdata.usgs.gov/ny/nwis/rt
Aunt Sarah's Falls (north side of Montour Falls village) is usually dried up by June.
Or, if you mean Eagle Cliff falls at Havana Glen (just southeast of Montour Falls village), that seems to slow but never totally stop. Last fall when She-Qua-Ga was dripping wet rocks, there still was flow at Eagle Cliff
Lots of wineries on Seneca Lake to choose from. If I start naming them I'll leave one out that deserves mention. Senecalakewine.com has a map with links to each winery. Starting to see brewery's pop up for beer lovers all over the Finger Lakes....

It dries up too, but not as fast.
As an update, Shequaga is already nearly dried right now.
Oh yeah wineries! Absolutely. Standing Stone and Barnstormer are two of my personal favorites. Standing Stone has a wonderful ice wine. Barnstormer has good dry reds (last I knew). Glenora has a great restaurant and bar, though it is pricey. Rock Stream has a unique dry Niagara, I used to work there so I got bored of it. haha
I would imagine the falls in Montour Falls had something to do with Catherine Creek coming from the south towards Seneca Lake prior to the Chemung Canal being built many years ago. Doubt it would have been a tall falls but maybe with enough water to power mills.
