Hope that others will chime in about Oneonta, and the original poster's questions/concerns particularly. Thanks.
What are your other options?

You can live 5-15 minutes south of Main St. in Delaware County and be in the country and have Oneonta there when you need it... It's a great convenient little city, pretty good health care options too if you throw in Cooperstown, and lots of new restaurants.

That may be a reason to not want to live in the same neighborhood as them, but be thankful for them, they're a large part of what's keeping those places afloat and with any life in them.

No matter how annoying college students can be, all it takes is one look at most of the places in the region that don't have a college (or major tourist draw) to realize how valuable they are.

Oneonta makes this arts vibrancy list: The Top 40 Most Vibrant Arts Communities in America (2018) | National Center For Arts Research

From the article: Otsego County, represented as the Oneonta, NY, MSA, takes community development and living green to heart. Culture is abundant with world class opera, national art exhibitions, theater and concerts, and a rich historical past. The National Baseball Hall of Fame and Museum can be found in Cooperstown, which draws nearly 300,000 visitors per year. Cooperstown is also home to the Fenimore Art Museum, The Farmers’ Museum, The Petrified Creatures Museum of Natural History, and the Glimmerglass Opera. The Foothills Performing Arts and Civic Center serves a three-county area with performing arts events and educational outreach. Foothills was also deemed the “greenest” building to ever go through the NYSERDA program, earning the venue increased funding. Arts in Oneonta is supported through the Community Arts Network of Oneonta.

My favorite Aunt and Uncle retired to Otego which is 12 minutes from Oneonta.

My Aunt was an artist and joined several art clubs. My uncle was a substitute teacher and later on the library board.

OMG, they loved Otego!

OTOH, Winter weather! Local roads were plowed quickly so travel in their area was easier. They could never make plans to come down for the holidays due to snowstorms.

I hate cold weather with a passion, so it was never in the cards for me. If like cold weather, I don't think you would find a nicer area.

It's gorgeous in Fall!
