I would head to Saratoga, Malta, Clifton Park areas. Great schools, great location, close to the mountains, all the pick your own fruits and christmas tree farms and shopping.
If there are too expensive I would head to Galway or one of the small towns nearby.
They are always building in Saratoga county so i have to think construction would be strong.
Full Disclosure....we are leaving this area (Schenectady) due to job change and absolutely love it here and the PEOPLE. If money was no object I would say go to Niskayuna, but for $1000/month I don't think this is the place you for.
I don't know if you are looking for another small town, where exactly are you looking for? Western, Central, NYC? Affordable homes in Hilton NY, Gates NY, Webster Ny (Monroe County)- for affordability. Also, both affordable and small- Ontario, NY... Macedon NY, Palmyra NY (Wayne County)- they are smaller towns with one of the better Wayne County Schools. Both are in Western NY and easy commute to Rochester.

Good Luck!!
Totally agree. It seems like they are always building something out here. Ballston Spa is a nice little village. Also, it's a little more affordable than Saratoga Springs and Clifton Park. There is a dog park in the village as well. However, it's not in the mountains. The whole area is kinda flat but it's a 20 minute drive to the blue line. Glens Falls, Greenwich, Cambridge are also decent areas.
You might look in the Wyndam and Hunter area... in the Catskills. They are small towns in the mountains, and are going to be the closest thing to NYC... if you want a small town. These are also about 45 minutes to an hour from Albany. Someone mentioned Clifton Park above (I lived there for 13 years) and that is kind of the opposite of a small town. The school district there is about 9,000 kids.
