Why is it a joke? A lot of these lists really come down to the criteria used. So, that has to be considered.

What also makes this interesting is that the virus has new hot spots in the South. So, timing has to be considered as well.

I will say that they could have picked a better picture for Syracuse on the Business Insider website.

Make sure to invest in a flack vest and body armor if moving to Rochester, especially with the cuts to the RPD and the possibility the cops will start standing-down, soon. Like Baltimore and other cities.
