Whether it's the look and feel of the downtown, the availability of cultural institutions, or its infrastructure, Corning seems better than Elmira even if its population is approx. half the size. Is there a reason why?

Economics. Corning NY is home to Corning Inc, which is a very large company that pays well, and I believe they are the largest employer. In an effort to improve the life of it's employees, and to attract new, quality employees, companies regularly contribute to quality of life, and cultural improvements.

^Basically this and many that work at Corning live there or in suburbs of Elmira like Horseheads, Big Flats, West Elmira(CDP), etc.

So, Elmira still has its share of things to do, as it is still considered to be a metro area and has those communities in the metro area.

....Living not too far from either Elmira or Corning....let's just say that 2 large prisons in the Elmira area ..while providing employment..have had some negative downsides...fact.

^True, as you do get some people connected to them.

I also think that Elmira just has had some of the typical Rust Belt issues and has slower to recover. They are just starting to get into the revitalization of Downtown and even that is slow, but steady. To be fair to the area, you do have Hardinge, Anchor Glass, CAF USA Inc., Eaton, SYNTHES USA, Hilliard, Wayfair, CVA Caremark Distribution Center and Kennedy Value as some relatively bigger employers.
