Not surprising, as something that would give people a record is now legal to sell. So, in a sense, it would be hypocritical to not do it this way.

Further degeneration of minorities. Decades later they will complain that this was a racist policy designed to make weed more available to colored folk, making the youth less advanced.

I've actually heard that as a potential concerned already. However, many that want it likely knew where to get it anyway.

I believe the point is to make something that was illegal, legal and available to those that have the business acumen in the trade to do so legally.

There is also the many forms/uses that may be considered by those selling cannabis based products. Like anything though, it all comes down to money/revenue and how the government can leverage it in a way to make it a "win-win" for those involved.
