I don’t know, as there weren’t restrictions on people from NY to get cannabis in MA. So, for those that want a gas fueled vehicle 13 years from now, can buy one in an adjacent state.
If NY bans, that's great. As long as neighboring states don't agree, people will register out of other states.
NY can't ban cars from other states, the supreme court would struck that down. I actually think that the supreme court will likely strike down the CA legislation of banning gas cars as overreach of choice. It's the same as telling people they can't heat their home with oil and must use electricity.

Can still go buy a car out of state and register it in NY no?
That's part of why I think this is mostly a symbolic gesture. It's so far out in time without much in detail and easily modifiable. Moreover, it's likely all moot in the first place because EV new vehicle market share is likely to move faster, possibly a lot faster, in NYS and neighboring states than the timeline stated. The only state that probably won't hit that time frame by itself is Alaska.

There's no plan, because it is designed to fail. The plan is to take away our cars (gas and EV), and basically our freedom.
