This article made me think about the concern the OP had about crossing Route 13/South Meadow and that there may be changes coming.

They had a booth at the Farmers Market this fall and I stopped to look at their proposal.
Quite frankly it sounds to me like they want to return that part of the street network back towards more of what it was like in the '50s before Rte 13 cut a swath through the neighborhood around Dey and Third streets

As someone who lives in Ithaca, you can easily walk this or take the bus. Walking to 13/S. Meadow is not popular and not pedestrian friendly, but it is possible. You can take the bus but the TCAT is incredibly inconsistent, you could see 30-60 minute headways waiting for buses on either end of your journey.

The GreenStar that was posted above is hardy a legitimate grocery store option.

There are multiple Green Star locations in the city/area and the point was that it is an option versus being used for one stop shopping. I’ve been to the location on Cascadilla and it is bigger than that location.
