Keep in mind that the Cato Institute is a Libertarian Think Tank. So, that likely plays a part in the list. Like any list, the criteria used is important.

How else would they fund all the freebees to the migrants?

Migrants were at first just a chip for democrats to use to get resources from DC all these years it asked the Fed to provide funding as a sanctuary state. But they didn't anticipate the volume of migrants being let in by Biden and the floodgates overfilled all of these sanctuary states. Biden will keep giving money to his friends in Ukraine but he's not gonna give to NYC. Those billions needed to house migrants here will have to come out of the taxpayers of NY. As Mayor Adams is already executing the cuts bottom then up. Can't wait for post X-mas.

Best thing to do imo is to sell your NY homes before higher property taxes and other taxes will be implemented.
