That is Clinton Square in Downtown Syracuse. It is the location for most of the Downtown festivals that take place largely during the warmer months, but it also serves as an ice skating rink during the winter. It also has a tree lighting event as well. During very hot days, you may also find people wading in the fountain, but that has been cut down a bit versus the time when it was initially developed.

It was developed in its current form maybe about 20-25 years ago and is made to replicate what the city looked like when that section was a part of the original Erie Canal. https://www.eriecanal.org/Syracuse.html
