The people calling the number are people who are participating in the labor market because to be eligible for unemployment benefits, each person has to be actively looking and able to work. I am asking, how is the official number for unemployment so low when the labor dept is "experiencing an extremely high volume of calls at this time" from people who are participating in the labor market.
