By the way, you could get "Soul Train" from WNYW 5 in NYC back in the early 1980's on Friday night at around 11:30/Midnight into very early Saturday morning and I believe WPIX 11 also had it Saturday mornings in the mid/late 1980's, which is likely around the time she would watch the show in the area. I want to say that WSTM 3 in Syracuse also used to show it on Saturday mornings in the early 80's as well. As for the radio station aspect, there has been a Gospel station in Syracuse since the 1980's or so(WSIV 1540 am) and some stations like WAER 88.3, which was primarily Jazz would have a Sunday morning Gospel show with the late Vivian Howard and would have other show 360 Ebony Degrees, which was hosted by this guy when he was a student at SU: https://power620.iheart.com/featured/kenny-dees/ Some of the other radio stations would have weekend shows by the late 1980's like 93Q(WNTQ, Club 93) or WJPZ(Z89, Rap Attack, Sunday Night Love Flight, etc.) on Saturdays/Sundays.
You also had Syracuse Soul, which was a precursor to Club Beat Videos, which was on Cable 13, a public access cable channel. Syracuse Soul and later Club Beat Videos would host from a place like the former Nowhere City in East Syracuse(on Manlius Center Road).
So, if you were privy to these things, you could find black based genres on the radio and TV in the Syracuse area.
