Some are/were where Black migrant workers live in varying degrees. A couple have a college town aspect. Some have a small, but notable and consistent Black population, historically speaking. A couple have a military base influence. Some had/have an industry that attracted Black workers. Some may have an Underground Railroad history within them. There may be others that may be of interest as well.

Interesting story about the Storum family, a family of Black ancestry/descent with New England and Hudson Valley roots, that settled in the town of Busti in Chautauqua County: Underground Railroad
When looking at areas with at least a notable Black population(a few), good/high academic performance and relatively Black median household income, these school districts appear to be the best bets: Rush Henrietta Central School District
Cleveland Hill Union Free SD, according to the source previously used in this thread, is the suburban school district with the highest Black percentage in Upstate NY at 21.8% Black(2010-2014 census). According to the same source, the Black median household income within the district is $58,594(10-14 info). Its black high school graduation rate was 73% in 2014 and 70% in 2015 versus the overall grad rate being 87% in 2014 and 81% in 2015. For the state the grad rate was 76% in 2014 and 78% in 2015.
It also has the highest Black student percentage of any suburban school district in Upstate NY at 31% of all students within the district's schools. 6% are identified as Multiracial.

An update on the Watertown reference above, according to the 2010-2014 census info from the source, the Black median household income for the area dipped a little bit. It is still over the metro figure. It is $50 above the White median household income and only Asians and Hawaiians are the groups with a higher median household income. Watertown City and Carthage Central are the school districts with Black median household incomes around the national figure and above the metro figure. Indian River has the highest Black percentage at a little over 10-13%, depending upon who you include. Two thirds of Fort Drum is covered by Indian River and a third by Carthage. There are communities outside of Fort Drum like Calcium, Evans Mills, Black River, Great Bend, Philadelphia(location of IR High), Carthage and West Carthage, where you'll find some degree of Black residents. There may also be some in the 1000 Islands SD in Clayton, which has/had off post military housing, General Brown SD(Brownville, Dexter, Glen Park, etc) NW of Watertown and sprinkled elsewhere in Jefferson County.
Calcium has the highest percentage at around 16% Black, with about 8-9% 2 or more races and is about 23-24% Hispanic, according to 10-14 census info from the source used. It is in the Indian River SD and has a mix of military housing developments, apartments and private homes in the older portion of the hamlet/CDP.
