Also, with Football season coming up, here are a couple of videos from the 1990's in regards to the Section V(Rochester area) Sectional finals with references from Rochester city HS's East, Edison Tech and the now closed Marshall HS's, but also from schools such as Midlakes, Clyde-Savannah, Greece HS's Arcadia and Olympia and others: https://www.youtube.com/watch?v=wbVf8k3pPv4

Just to add, some of these schools mentioned historically were some of the better urban HS Football programs in Upstate NY and to a degree, still are(East and Corcoran).

This historic reference while born in Richmond VA, grew up in Ithaca in the early 20th century became a part of FDR’s “Black Cabinet”, was a labor economist, attorney and academic/professor at HBCU’s Howard University and Wiley College that also graduated from Cornell University with 4 degrees: https://en.wikipedia.org/wiki/Joseph_R._Houchins
In terms of census information, counties with substantial populations on that level are Monroe(Rochester): 15.7%(18.1% inc. in combo), Erie(Buffalo): 14.1%(15.9% inc. in combo), Albany: 13.7% (16.4% inc. in combo), Onondaga(Syracuse): 12%(14.5% inc. in combo), Orange(Newburgh & Middletown): 11.3%(14.1% inc. in combo), Schenectady: 11%(14.5% inc. in combo) and Dutchess(Poughkeepsie): 10.9%(13.3%).
Counties such as Sullivan(Monticello/Liberty/Fallsburg, 11.2%) Rensselaer(Troy/Rensselaer, 10.5%) and Niagara(Niagara Falls/Lockport, 10.1%) go over 10% when including those in combination with another group/ethnicity.
The state is 14.8% alone and 17.5% including those in combination. Both are the highest outside of the (traditional)South and is on par, give or take, with Southern states such as Florida, Tennessee, Arkansas and Texas.
This is from another C-D forum, but here is some interesting information about the 13224 zip code, which covers much of Syracuse's outer East Side and an adjacent portion of the town of Dewitt(Jamesville-Dewitt SD, with multiple private options nearby in the town as well). It gives information in terms of median household income, poverty rate and educational attainment for black residents in this zip code and could be a good(if not one of the best) option for those looking for an area Upstate with a substantial black middle class population: https://www.city-data.com/forum/61585902-post560.html
Some other examples of zip codes with a substantial black population that is generally middle class, lower poverty rate and has an educational attainment at least around the national percentage are:
10928 which covers Highland Falls near West Point. Has a black educational attainment of 34.4%(25 and older with at least a Bachelor’s degree), black MHHI of $107,679, a black poverty rate of 3.7% and it is 18.7% black non Hispanic(19% inc. black Hispanics and 24.4% inc. those black and in combination). https://censusreporter.org/profiles/86000US10928-10928/
10926 which covers Harriman, also in Orange County, has a black educational attainment of 34.4%(the national figure is 33.1%, btw), it’s black MHHI is $91,250, it’s black poverty rate is 1.2% and it is 23.4% black non Hispanic(23.7% inc. black Hispanics and 26.6% inc. those in combo). https://censusreporter.org/profiles/86000US10926-10926/
14586 which covers a portion of (West) Henrietta outside of Rochester, has a black educational attainment of 31.3%, a black MHHI of $104,671, a black poverty rate of 0% and is 10.5% black non Hispanic(11.2% inc. black Hispanics and 12.3% inc. those in combo). https://censusreporter.org/profiles/86000US14586-14586/
