In terms of Amsterdam, this is the incoming school superintendent for the Greater Amsterdam School District: Superintendent's Corner

Greater Amsterdam School District

Amsterdam is a small city in Montgomery County west of Schenectady that is also about 25% Hispanic/Latino.

This is the interim school superintendent for the Syracuse City SD: The Syracuse City School District | Syracuse, NY

Its previous superintendent was of Hispanic/Latino and African American descent.

Many of these people used to live in NYC and left NYC due to high prices. Lots of Latinos and Blacks move to upstate NY or PA or Jersey (not counting the ones who leave the region altogether).
