I wonder if a part of it is that it isn't a metro where the Black population isn't strictly or highly concentrated in just one city, as Johnson City and Endicott have notable Black populations as well. For instance and this is another thing that I and others can take note of is that if you look at certain sports teams at a high school, it can give an idea of demographics/the Black student presence at a school. So, schools like Union-Endicott and Johnson City, along with Binghamton, generally tend to have Football, Basketball and perhaps Track teams with a mix of athletes. Even schools like Maine-Endwell, Vestal, the Valleys(Susquehanna and Chenango) and lately, even Owego and Chenango Forks may also have a mix, to a lesser degree.
Also, keep in mind that the country is roughly 13% Black and NYS is about 17-18% Black.
Johnson City and Endicott have even smaller black populations according to the Census. I'm not familiar with Endicott but I've seen many black people in Johnson City. Perhaps the black population in this area has increased considerably since 2010, which I would say is quite likely. But good point about the schools/sports teams, Binghamton High School is 25% black (the last time I looked), which seems to be more representative of what I see.

Yeah, I believe Johnson City High is about a solid 15% Black and Union-Endicott is probably about 10%. U-E covers some suburban and rural areas outside of the village. If it didn't, it would be similar to JC.
It also may depend on who you include as well. As an example, this website goes by how people would be viewed socially: US2010
All I believe have Black median HH incomes higher than the neighborhood figure as well. I'll(or others can) try to add some more areas that are similar later.
