Similar to the Upper Middle Class Black neighborhoods thread, here are some census tracts in Upstate NY with similar criteria(at least 20% Black and a median household income in at least the mid $40,000s/43k and up/lower range of "middle class"): Census Tract 010201 in Erie County, New York
Some tracts that just miss the criteria either due to median HH income(below 43k, but above the minimum in the article of $38,246) or due to being under 20%(but at least 17%): Census Tract 009107 in Erie County, New York

Many of the college radio stations will also play genres and have shows that appeal to the community/population. You get some stations from other areas that may fit as well.
This is a show that can be heard in parts of Upstate NY on Sunday mornings from 9-10 AM on one of the stations listed above: George Kilpatrick: New Inspiration
Also, WDKX and WUFO on that list are actually Black owned radio stations.
Here is a post from another thread that lists nightlife and events pertaining to Neo-Soul and Jazz, that may be of interest for those viewing this thread: //www.city-data.com/forum/40697047-post139.html
