Economy: Buffalo/rochester....syracuse has much less economic opportunity
Crime: Syracuse/buffalo are kinda tied when you consider population with rochester seeming to have less crime
Progressiveness: buffalo
rochester
syracuse
Diversity of people: buffalo
rochester
syracuse
Roadways: Upstate cities roadways can be rough due to impact of weather (hard to rank).
Environment: Buffalo has great city parks, lake erie and the niagara river which provide great water recreational opportunities, bike lanes on main thoroughfares, surrounding state parks.
Rochester is about the same minus the water access
Syracuse has great surrounding rural areas/state parks and some nice city parks, has a great recycling program.

In terms of crime, that isn't the case. New York Crime Index City Rank You can click on the city for historic info in that regard. City-data has 2015 information.
Rochester gets suburbs, but the overall differences aren't as large between the 3 areas.
In terms of average annual pay, Rochester and Syracuse are essentially neck and neck, with Buffalo behind the two.

Stats are stats and don't always give the whole picture. Even ranking each by general categories isn't that helpful. You have to visit each area to see what you like / dislike and what fits best with what you're looking for. Pay attention to the local news, read local papers online, etc. and talk to native residents and newcomers. That will give you a much better perspective than any stats can.

Not necessarily, as things may be reported differently within cities in terms of the media and a history of information can tell a story. Buffalo isn't even twice the size of Syracuse, but has about 24 homicides to Syracuse's 9 so far this year(I believe that Rochester has 8, but don't quote me on that). So, while stats may not tell the whole story(and that can go both ways), they shouldn't be overlooked either.
Actually, Buffalo is more like 1.1-1.2 million. this is based upon commuting interchange, but it doesn't necessarily covers population influence(i.e.-parts of Canada nearby).
If you are using Urbanized Area, then Buffalo is more than double Syracuse in that regard.
I am getting all of these rankings from the 2017 Brookings Metro Monitor report. All of these rankings are out of the 100 largest metros from the period 2005-2015.
Anyone wants to dispute Buffalo does not have the best economy, refer to these rankings
Job Growth:
1) Buffalo at 68th
2) Rochester at 79th
3) Syracuse at 90th
Prosperity (Rising wages, standard of living)
1) Buffalo 23rd
2) Syracuse 59th
3) Rochester 78th

Rochester has trails on both sides of the Genesee River for the most part and 3 waterfalls. The entire canal has access in the Rochester metro with trails through the entire metro. Lake Ontario in the city alone has 2 parks with over a mile of access. Irondequoit Bay, Finger Lakes. Are you kidding me?

I agree. Why is there a few people on this board from Buffalo who keep repeating this false information that Rochester doesn't have water access?
And this doesn't include all the amazing Finger Lakes, the Bay and the canal in the suburbs. The Sam Patch tour boat goes from Pittsford on the Erie Canal right into the Genesee River and into the city to Corn Hill. Sam Patch Erie Canal Boat Tours - Pittsford, NY
Plus:
Genesee Valley Park
Maplewood Park
Seneca Park
Turning Point Park
Charlotte Beach Park
Durand Eastman Park
all within the city of Rochester and on the water
