I've heard from a few people that they are being delayed. It wouldn't surprise me if the money wasn't released until after the state budget is passed. Knowing that the budget has seldom been passed on time in NYS, I wouldn't hold my breath.

I paper filed in January and have yet to receive my money via direct deposit.

But a friend e-filed after me and requested a paper check and received it, so go figure.

Nope, no delay here. We e-filed on Feb. 4 and received direct deposit from:
Fed: Feb. 17
NYS: March 5.

The NY Gov. had considered a tactical delay, but I believe it was voted down.

I believe the NYS Assembly was also to vote yay/nay on a refund delay on or about March 10, though I can find no news of the event or results.

Paterson May Delay Tax Refunds
~
REPORTER: An even more pressing problem is immediate cash flow. Governor Paterson estimates the state is $2 billion shy of what it needs to make payments to local governments this month. He says he may have to delay sending out tax refund checks.
HOST: The Assembly is expected to pass legislation today to block that move.
