if you want a work-out buddy, or gym buddy, where you work out, talk to people when they are clothed, not when they are naked.
and if you "only" want to talk to guys naked in the sauna, then you may want to explore and get clear inside yourself on your true intention/motivation

I guess it depends on where you go. It's quite common to socialize in Russian Bath Houses in New York and even meet new people. I have noticed that in regular spas people tend to keep to themselves.
