I have never done it but I have had people approach me about my eyes. Some were nice but some were kinda pervy about it.

I have, but only in a complimentary way.

Like “I love your hair!” or “Those are really great boots, may I ask where you got them?”. I try really hard to make sure it doesn’t sound critical or even neutral, so my intent is clear.

"How's the weather up there?" to a tall stranger is an oldie, but can get different reactions today.

I heard a story at least several decades ago of a famous basketball player who was uncomfortable with that opening line from a particular stranger, sometime upon reaching his full height, and/or first started becoming more recognizable.

He recalled coming face to face with someone in a public place who jokingly asked him,
"Hey, how's the weather up there?".

He said he looked down on the guy, spit on his head, and replied, "It's raining".

He did say that after that, a famous BB player buddy of his told him not to take that common comment personally, as it wasn't always meant negatively.

I get that a lot about my hair.
I have long, really full curly hair.
People often out of no where start asking me about my hair ex in the store, mall ..subway.
Is it natural was a top question.
This is sort of in poor taste because if it is was a wig or fake I likely would not want to have a chat about it with a stranger lol.
One guy was adamant I had extension and looked like he was going to try to give it a pull .... so I fliped my hair around to reassure him lol and avoid having my hair pulled.

I have other women just stsrt touching my hair ( made me a lot of sympathetic to animals in petting zoos.

Some people lact filters .... they usually don't mean harm .... but it can be uncomfortable.

No, I haven't but occasionally I have complimented a stranger on something that they are wearing.

I did ask the exit recept checker at Costco where she got her hair cut because it looked really good. She was flattered and shared her hair dresser with me.

I've commented to strangers when their jewelry or coat looked really special. They always seem to be pleased. I can't imagine asking personal questions of a stranger.

Around here we will talk to strangers in the grocery check out line (mostly because we are bored). I have asked and have been asked how to cook an item in someone's cart. It's just idle chitchat, not personal.
