I was surprised to find out recently someone I know experience pretty recent success. Apparently the last few months have been kind to this person.

Do you congratulate people when they have abrupt, unexpected success?

I would congratulate them even if the success was not abrupt nor unexpected.

Unless the "success" was in some illegal or unethical area. I wouldn't congratulate someone for getting "Meth dealer of the month." I wouldn't congratulate someone who just got a windfall from their insurance company or from a lawsuit based on something fraudulent. Or if they won a half-marathon while doing steroids.

But apart form that, sure, I'd say "congratulations."

If they were simply someone I knew, I wouldn't seek them out specifically to congratulate them. Likely if I happened to run into them. With friends, absolutely. What kind of success and how did you hear about it might matter too.

It depends on what type of friend. If someone I considered a good friend, they would be hearing a "woo hoop! I am so happy for you" right away. If it was more an acquaintance friendship, it would be when I spoke with them next "hey I heard you _______, that is amazing, huge congrats/!"
