People judge a priori, because perception creates reality. After getting acquainted people revise their judgement, the smart ones at least.
a pri·o·ri
ˌā prīˈôrī/
adjective
1.
relating to or denoting reasoning or knowledge that proceeds from theoretical deduction rather than from observation or experience.
"a priori assumptions about human nature"
synonyms: theoretical, deduced, deductive, inferred, postulated, suppositional
"a priori reasoning"
adverb
1.
in a way based on theoretical deduction rather than empirical observation.
"sexuality may be a factor, but it cannot be assumed a priori"
synonyms: theoretically, deductively, scientifically
"the results cannot be predicted a priori"
LOL.
Bottom line: you come across a certain way (arrogant)
Some people have the time/interest in getting to know if how you appear is indeed, how you are. Others do not have the time/interest.
If you cannot make the effort to smile in order to not look arrogant, you can't fault people for not having the time to see if you are not how you appear.
People have other stuff to do.

I get accused of arrogance. I am reserved, well dressed, and RBF'ed.
So yeah .... it's a perception. But, arrogance is an exaggerated sense of one's own importance. So .... I'm really not arrogant because I really am that important, it's not an exaggeration.
What if *RBF'ed*?
I find arrogance to be easy to spot in my opinion however, I do not associate arrogance with well dressed and quiet. One can be arrogant wearing a paper bag and combat boots.

Oh, I would have never figured that out and I am honestly not real sure what it means or looks like.
That you Hon for taking the time to translate for an old lady.....
Why does this fallacious association come across so often ?
I've never heard of it. What does one (well dressed) have to do with the other? (quiet). A quiet person can't enjoy being well dressed? A gregarious person doesn't care about being well-dressed?

( As i sit here trying to configure my face and trying to pull a RBF to help describe it.. ) Nope sorry can't help LMAO
No seriously though I think it's just a stereotypical arrogant look ( i.e. Nose up in the air, raised eyebrows etc ) I'm not too familiar as we don't really use the term this side of the pond but remember it came up before on here and I asked the very same question as you young lady!

Excellent examples of RBF ... Scarlett O'Hara, Alexis Carrington (Dynasty), Bette Davis, Queen Elizabeth II ... even when they have no facial expression, they still look like they could rip your head off.
If you open your mouth and all that comes out is pretentious, you might be arrogant.
