But I think the OP is talking about a sincere apology when one doesn't feel it's warranted for the sake of the relationship. To me that depends on a whole host of factors.

How can it be sincere in that case?
Apologies should be reserved for a situation where the apologizer did something wrong, or there is benefit of the doubt that possibly something wrong was done.
