Depends on when the party is. If it’s only a week or two away, I’d just suck it up and go to the party. If it’s months away, and nothing has really been planned yet, then you could say something and suggest an alternative plan for your birthday.

OP: I'm with you. I hate attention on my birthday except for one or two people I want to have a small celebration with, like an SO or BF.
But if SM has already invited people, then a sudden cancellation will look weird. Gossip will explode. "Does she have cancer? etc)
So have a few lines ready ("it was so sweet of her to plan this party for me") and enjoy the feast.
A few months before your next birthday, tell SM to NEVER do this again. Be sweet and firm. Explain thoroughly as she clearly doesn't understand why you didn't like the party tho you do like HER.
