I think the neighbor is very inconsiderate. My dogs would be let out at 3 am only if there was some kind of emergency.

My next door neighbor goes to bed early and I try to have mine in by 9 pm. (Maybe later on the week-end).

I know my Westie has been out for too long when she sends me a text that says "Is Ringo Ok?"

LOL. At least she's nice about it so I try to bring him in.

I would never act like your neighbor. What a beoytch.

I agree with this. They're especially uncomfortable if one sleeps on their side. Earplugs can be a health hazard, they can cause compaction and hardening of built up ear wax, and they can cause infections in the middle ear, the eustachian tubes, the tear ducts and the sinuses. They cause more problems when one is horizontal, lying down, than when one is sitting or standing, vertical.

Nobody should have to resort to risking their own health because of an inconsiderate neighbor.

I wonder.....just wonder if a completely different approach might help. You said she's away from home until about 3 am, so assuming her dogs have been shut up in the house for hours, they need to go out. What about suggesting or offering to let her dogs out earlier in the evening so they don't have to do the 3 am thing? Maybe, just maybe you could turn this into a friendly neighbor thing instead of a feud. I know, it might not be realistic to go over to her house to do this, but it is an idea. She may be such a jerk in other ways you don't want to get involved with her...but it isn't exactly civil now either. It might be mere habit instead of really being necessary.

There are also these electronic bark controller things that supposedly work from a distance. Never used one but it might be another idea.

Does your cell phone have a video camera? If so, then film it next time she lets them outside. And also check your local ordinances re: noise and nuisance barking.

I'm confused.

The OP referred to the offending party as both "he" and "she." Which is it?

Husband and wife, I have talked to both. Both rejected my concern out of hand.

No, a fan or earplugs would not work, the dogs are incredibly loud.

I think when someone has dogs, they get tone deaf to their dogs barking.

There is a difference between a fan and a white noise machine. And yes, I would bet the latter would work, if placed properly. Like I said, AMBULANCES outside my window don't wake me.

(ETA to add the explanation of the difference: a white noise machine creates constant even sound across all hearing frequencies, which creates a sound masing effect that a fan can't achieve.)

make some people's ears sore. Mine, too.

Also, how are you going to hear a burglar if you block every noise out? You are possible gonna get killed in your sleep just because of those dumb dogs?

It just isn't right. I hate those kinds of dog owners. My dog is quiet and sleeps through the night.

You have taken a proper step 1. Surely there is an HOA to consult before the police are called?
