It's not when you live in areas where snow is rare, and may come 1-3 days per year. The combination of drivers without the exposure in which to maintain any real inclement driving skill set and the lack of investment in road treating equipment make for a deadly combination.

I agree. I'm in the DC area now. We do not generally get a lot of snow here, and many people simply do not know how to drive in the snow/ice (hell, most can't drive even in good weather here!), a point which is exacerbated given all of the transplants here in this area, many of whom come from warmer parts. We've had several delayed openings and full closures already this winter (including last Thursday and Friday, which essentially turned things into a four day weekend) at work, though sadly the forecast is showing warmer weather from here on out
