I told my son,growing up, that "sorry" means you won't do it again. Ya, nobody is perfect. I'm talking about repeated behavior that offends or causes harm. "Sorry" doesn't entitle anyone to forgiveness and it is not an out or a free pass to screw up.
We broke up, but not because of that. She was always late and it wasn't just with me. Turns out all her friends took issue with her constant tardiness. I basically told her that she should work harder to be on time because I and all the other people waiting on her didn't appreciate her always being late. She agreed that it was bad, but things never really improved.
To me I'm sorry is used much in the way I Love You is and is just a bandaid they slap on in the place of any depth of character one might hope for in a human. It can get old making allowances time and again for someone incapable of seeing what a burden they are on friends and family or like Denny pointed out with work relations. I'm sorry, like crying wolf eventually falls on deaf ears.
