Needing help from anyone who has bought a used car from a private party in NC. I am planning to buy one within the next few days/weeks and am trying to do some estimates with 3% highway use tax added onto the title/registration fees.

The NC DMV is incredibly bland about this subject even though it is a matter of hundreds of dollars. Do they calculate the value of the car to be registered by KBB/NADA retail value, or do they have their own division that pulls numbers out of their magic hat?

If nobody is certain, I would at least like to responses from people who have had to deal with this before, whether or not the tax was higher/lower than they expected. Also, does the tax need to be paid immediately at time of registration? Thanks.

I've used the NADA retail value before to estimate and it's been pretty close

Our cars have been assessed lower than expected. But they are a 1995, 1998, and 1999. The 1995 is valued $2000 less than KBB.
