Not to convolute this discussion further, but last December in Raleigh I noticed that a particular light in the left turn lane went from a green arrow to a blinking yellow arrow. The oncoming traffic immediately surged forward once the blinking yellow arrow appeared as they now had the right of way. There was no caution signal at all from the green arrow, it just went from having the right of way to yielding with no warning. I found this to be very confusing and dangerous..

Yeah, that sounds like it could be dangerous. I've only seen them go from red to blinking yellow. I was in Morganton when I saw my first one, it literally appeared overnight (or over the weekend at least). Caught me off guard the first time as there was no sign for "new traffic pattern" or anything. Glad they're finally installing these though. Like I said, sitting there for 2 minutes with a red light and no traffic is asinine.

It depends on what part of the state you live in. You can't turn right on red in downtown Fayetteville, though you can everywhere else.
