I would rather drivers instinctively slow or stop upon seeing flashing red school bus lights than that they instinctively count the number of lanes on the road to determine if they can continue to drive oblivous to the school children. Safe driving is more about reflexes and instinct than it is about interpreting technicalities and exceptions to certain rules.
