I saw a car this morning that had a NC license tag marked "Permanent".

What is this tag for? At first, I thought it might mean it's a state-owned car, but it dawned on me that I have no idea on these things. I'm curious.

FWIW, the car was a very new, dark four-door sedan with duel exhaust and tinted windows.

It was more than likely an unmarked car owned by a Sheriff's Dept.

Yes, either a state car or some other kind of government vehicle. Nothing you can get, in other words

Does not have to even be a "government" owned vehicle, as vehicles owned by volunteer fire departments or rescue squads have Permanent tags.

Some churches have them too.

Silver colored Permanent = local government or nonprofit
Yellow colored Permanent = State fleet vehicle

This is disturbing. I always had impression the state & county vehicles would be maintain by garages for the state or county.

I dont think churches and non profits should be allowed to have these plates and avoid maintenance that is required to pass inspection.
Like the Goodwill transfer I saw, what if it was operating on 18 bald tires.

Also with non profits how does the state know when the vehicle is no longer on the road or the tag is transferred.

A new law took effect, they are now only for government and emergency vehicles, no longer non profit. They are also replacing them with new orange and black plates.
