Ironically, NC's roads used to have a reputation among the cleanest of any state. Prisons would take inmates out to pick up trash. However, a few years ago, one was injured, and now they don't do it anymore for liability reasons.

This is a simplified version; I don't remember all the details, but that's one reason.

Odd, they still use prisoners to clean the road sides in our couny, Stanly county NC--infact I saw some young teenagers out doing the cleaning the other day with their orange jackets on being closely watched by a guard. Must depend on the county. I know some states offer rewards to people who catch a person littering but you have to take pictures and go to court etc--not a bad idea for a person out of work and who would like to catch these pigs that litter! All it would take is a camera, some extra time and you could just park and catch a days worth. I don't know if there is a reward system here in NC though.........
