Yes, but counties don't annex for the sole purpose of taxing you. A county even a state has to create the business environment to enable or promote growth. Cities (under the old rules) just cherry picked the profitable areas and sent them a tax bill.

Every layer of government has its crooks, corrupt and stupid people from HOA's to the White House. Some that run actually want to make a difference, at least initially' but far more are of the "what's in it for me", power, influence, wealth mindset, and in many cases a part time job that offers better benefits and pensions than many careers in the private sector.

Why is that our country is so fixated on political corruption while ignoring corporate corruption and citizens' tax evasion?

As a property tax payer in Raleigh, it offends me that the legislature has now given tax evaders a legal process to avoid future taxes while enjoying adjacent city amenities that others pay for.
