Duke has requested a rate increase to fund the costs of building a proposed nuclear plant in Cherokee County, S.C. Yet they are requesting it from NC utilities department

This article which is in the charlotte business jouranl states usually they build the plant and then recover the cost and if this is improved it would change the way things were done in the carolinas yet it could take a decade to complete.

THey will invest $125 million by the end of 2007 which will be jointly owned with Southern Co. (NYSE:SO) of Atlanta.

The company is scheduled to make a decision on building the plant, projected to cost $4 billion to $6 billion, by the end of 2010.

The plant could begin electricity production in 2016.

The intent of this request is to ensure that they can continue to fund the development and permitting of a new nuclear power plant, which will help maintain competitive rates, grow the economy and help minimize overall greenhouse gas emissions as they continue to work to address climate change

There's a whole backstory to that, with history going back to the 70s. It's been our interest because one site that Duke owns is almost literally in our backyard.

There were several sites under consideration, with the Cherokee site (which actually has an abandoned cooling tower on it. it's been used as a set for several movies - "Abyss" for one) and the Davie county site (the county just to the west of Winston-Salem) at the top of the list. Even though the Cherokee site was chosen, the Perkins land (Davie county) is still on the table. Duke built a new access road and weather station on the site last year. [heads up to anyone who has issues with nuclear power plants and is considering the W-S area ]

Duke's claim of the need for "nukuler" (as Shrub pronounces it ) power is due to the increased demands in NC. The power will be generated in SC to supply the needs of NC residents. Since it will be sold to NC users, I suspect that's why it has to go through the NC utilities board.
