Does anyone know if you moved from out-of-state and you have a lienholder on your car, do you have to have a copy of the title? I don't have a copy but I have my out-of-state registration. I've been trying to find this answer online but I'm getting contradicting information. Is there just a form I will need to fill out stating who the lienholder is? Any help is appreciated.

Also, do you pay the personal property tax the day you register or do you get a bill?

I'll take the easy one first: You don't have to pay property taxes the day you register. They bill you later. It cost me over $430 to register 2 vehicles NOT INCLUDING property tax. That seemed excessive to me!

As for your first question, I don't know the answer. If possible, I'd get a copy of the title just in case.

From the DMV web site:

To register a vehicle with an out-of-state title held by a recorded lienholder:

Furnish the current out-of-state registration in your name.

Complete the Title Application (MVR-1), declaring all liens, signed in the presence of a notary.

If the vehicle is less than 10 years old, you must declare an odometer reading on the Title Application.

Once a license plate is issued, the owner has 10 days to have the vehicle inspected in North Carolina.

A form MVR-57 will be issued and given to the registered owner to send to the lienholder. That form will authorize the lienholder to release the title to the DMV. Upon receipt of the out-of-state title, a North Carolina title will be issued and mailed to the lienholder.

In May, I registered a car that I was still paying for and all I had to have is the current registration and proof of insurance.
So to answer your question no you don’t have to have the title.

What hasn’t been addressed here is your drivers license. You will not be able to register a car in NC without a North Carolina drivers license. In September I registered two cars the Friday before this law went into effect.

I just got back from registering my car. Definitely just needed my TN registration, driver's license and 70-something dollars. I actually got my personal property tax waived as well since I've only had my car 85 days as of today. However, I FAILED my inspection because of my tint. I'm incredibly sad about this. I have no idea how I'm going to get it all off.

I work for Nc DMV this is what you need to register your car if it is coming from out of state and making payments

The registration which must not be expired more than 6 months
Need the full mailing address of the lien holder and the date you took out the loan against the car
you also need your Nc Drivers License
Who ever is on the registration must come into the Dmv office with you
Your insurance must be recognizable with Nc
Mileage

You will need no forms we print all forms off the computers
Make sure to bring about 6.00 dollars cash
It will be about 218.00 you may pay that with check or cash no debt or credit
You pay 40.00 title
28.00 plate
up to 150.00 HUT ( Highway Use Tax)

Then in about 3 months you will be billed a property tax bill from the county you live in and that is something you get every year in the mail after you renew your plates that bill will decrease as your car gets older plate renewal is 28.00 every year unless you have a big truck it will cost a little more. But those are your fees Hope I could be some Help

NO lease vehicles are more complicated you need to go to your Local Dmv office so they may give you a request form for the leasing company to be able to send you the proper paper work!

We moved from Ohio about 3 years ago. I can't find the title for either my car or my wifes.

Should I have one, or does only the lienholder have one in NC?

I don't think NC furnishes a copy of the title to you on financed vehicles, or at least I never received mine. When I lived in Maryland, I was given a copy of the original title held by the bank. Someone else will need to confirm NC's title issuance policy.
