Many would have expected to see Raleigh here as well? Perhaps the national attention to the situation in Wake county schools is directing people elsewhere?

A bit misleading. I did a little googling and found that this study is based solely on Penske's reservations data. So the list should properly be called "Top Ten Moving Destinations for Those Who Rent Penske Trucks to Move Themselves". I have no idea how this compares to reality.

The link you provided is info from Penske Truck Leasing. United Van Lines did a similar list last year.

IMO, this is nothing more than continued growth from last decade. Only time will tell whether this growth is good or bad, but the growth is certainly still here in Charlotte and the Triangle. The following link shows that Charlotte and Raleigh were the two fastest growing urbanized areas between 2000 and 2010. Austin was the 2nd fastest growing with a population of more than 1 million. Raleigh however was the 2nd fastest behind Charlotte.

It'll be both. The question (and it's presented every day here) is to what degree of each it will be.

More specifically... to what degree the relocating are people who will/can bring good with them.
Good educations. Good job skills. Good financial situations. Good prospects for success.

Conversely... the question presented every day in the forums is whether encouraging people
without those educations, skills, financial situations and prospects is objectively good for them
or for the other XX million's of people already living in the places they will ask about...
or even just for the roughly 9-15% of that number who are un or under employed there.
