This already happens. Do non-black students join the Black Student Union or vice-versa? Do Atheists join the Christian organizations on campus? Why would you allow someone to join your student group if they had nothing in common with the group or didn't believe in their charter? This bill provides legal protection for student groups and clubs to decide who can join, nothing more.
I imagine that if a white student wants to join a Black Student Union he/she would be allowed (I'm pretty sure that there is some diversity in some of these groups already). Skin color doesn't dictate an individual's beliefs...and doesn't mean that people have nothing in common.
I highly doubt that an Atheist would want to join a Christian group. It seems unlikely, but I guess it could happen and he/she would not be denied admittance.
Well the issue is any entity which receives tax dollars shouldn't be sponsoring or support in any official capacity any sort of sectarian group in the first place. They can still have their little FCA or campus crusade clubs but they need to be private organizations which either meet off-campus or pay fair market rental price to use any on-campus facilities. No different from fraternities. This also benefits those organizations as they'd no longer be subject to university rules apart from the ones covering whichever facility they use.

You're only looking at the domestic side. What if a insert background here person wanted to join a:
Chess club?
Book club?
Math group?
Social science group?
Photography group?
Poetry group?
Non partisan groups like the ones exampled could then legally turn away would be members due to their ethnic and/or sexual orientation.

IME most Christian organizations at NCSU ask non-believers to attend their events, they see it as a good way to proselytize. But I am sure the average atheist wouldn't want to attend so your example seems a bit odd.
ETA: A few weeks ago I heard a speech given by the Muslim Chaplin at Duke and he invited all non-believers to come to some of their events. He mainly wanted people to just learn more about Islam and dispel common misconceptions people have.

This does NOT just apply to ethnic or religious groups.

So, it's not constrained by federal law? This reminds me of the Davidson issue.
The current NC law is in line with the federal law. To allow otherwise is in violation of federal law.
