ANY headhunter can work with an employer or an employee in the state of NC. All they need is a phone and a computer. The location of the phone and the computer is meaningless to the employer, who is paying the big fee the headhunter demands.
What you need to locate isn't a headhunter in NC. You need to locate the headhunters who specialize in your industry OR who already have established connections and contacts with the employers you are targeting.
Better yet, just contact the employers yourself, whether or not they are advertising. Get you LinkedIn account updated. Make some contacts on LinkedIn. Do some networking, locally, in your industry, hoping to get networked with somebody in NC in your industry.
