The Raleigh area isn't "mostly" technology businesses--there are still tons of other industries here--but the Research Triangle area is what the area stands out for, as well as state government and 3 large universities plus a few smaller ones.
The criteria you list really give a lot to go on--you will find places in either the Triangle or the Charlotte area (or many other places) that fit them. Might do best to put out job feelers in several places and see who bites first. Since you both are in financial industries, Charlotte may be better, tohugh it would be farther from Norfolk and the cost in general than Raleigh/Durham/Cary/Chapel Hill of course.
There should not be any cultural issues in either area (if being a biracial couple was your worry), but no amount of people on a webstie can really tell you what place is "better" for
you until you experience them yourselves.
