Funny thing is, in neighborhoods that do have sidewalks, I still see a lot of people walking in the street. What's that all about?

It is easier on the feet to walk on asphalt than concrete.

IMO asphalt should be use not only easier on the feet it is cheaper material. Asphalt sidewalks are used in most of the Outer Bank towns and probably other beach cities. Also beach towns cyclists ride the sidewalk and they have wood stop signs at each crossing.
With use of asphalt the bike lanes could be shared in the sidewalk to help reduce the amount of deaths. North Carolina was ranked 10th in cyclists killed by vehicle. http://www.citizen-times.com/story/n...lists/7202841/

^ Nah, I don't buy that. While asphalt may indeed be softer than concrete, the difference to your feet is minimal -- they are both very solid, with no give. Now, I can understand joggers who want to avoid slower pedestrians and uneven sidewalks with cracks, but I'm talking about folks who are just walking. If you build the sidewalks and people don't use them, then why waste the money on more sidewalks?

I don't have much sympathy for pedestrians who get struck by cars while walkin in the street when there's a sidewalk.
