I was wearing my seatbelt but I have to put it under my arm because it really hurts my shoulder so bad. What made it worst he let the car speeding pass me go and the driver was texting too. NC is a state where texting is not allowed. I got a ticket.

Because you were not properly wearing your seat belt. The rest of the story is irrelevant.

Placing the shoulder belt ( see what I did there ? ) UNDER your arm pit is dumb, as in the event of a crash, your RIBS are going to be broken, or worse, a broken rib could puncture your LUNG.

The seat belt assembly was DESIGNED to spread the force of a collision ACROSS your chest and shoulders, NOT your ribs.

Failing to wear the seat belt assembly properly is a offence in most places in Your country, and in mine.

Yeah, so when someone is severely injured or dies in a car crash, the insurance payout is much higher, resulting in higher premiums for the rest of us.

It may be that the insurance industry refuses to write policies in states that don't have seat belt laws? I don't know but that sounds perfectly plausible to me. If that's the case, we shouldn't be so quick to blame nanny laws.
