Perhaps the bold part.

But IIRC the "exemption" that was removed that resulted in these newly taxes items related to labor when it is related to a sale of tangible property.

Vet services isn't generally related to the sale of something tangible, similar to human medical services. But car and shoe repair (that's gonna bring in a ton of revenue! lol) does generally include the sale of a part of some sort.

Ahh, thank you for the clarification. If nothing else, trying to decipher much of this tax code would make good fodder for analogy questions on standardized tests.
