So how would a M to F transgender person handle the Charlotte ordinance?
Regarding bathrooms, I believe trans folks need to be respectful. During transition at work I used a single, locked visitor’s bathroom until after surgery. In public situations I carried a letter from my psychologist explaining my situation, but never had to show it. I know my experience doesn’t cover all the bases but I also never felt “entitled” or expected society to rearrange their affairs because of me.
A male-to-female transgender person would use the female restroom if they were dressed as a female. You don't have to be a rocket scientist to figure that one out!

I think that is true of most of us.
If people start walking into the loo and spouting, "I'm xyz and Imma gone take a whiz," I foresee predicaments.

I personally don't want female coworkers hearing me go number 2 but I align with your assessment
Segregate on gender identity there is really no case to segregate at all
But I think most of the public has a generally expectation of sex segregation
To me then bio sex with switching on a doctors diagnoses of Gender identity disorder could be sufficient
But again, I think starting the conversation around why do we segregate and then fitting trans folk into that rationale makes the most sense
