A straight man could easily put on a dress and a wig and walk into the facilities. It's not that hard to do and it creates huge issues for law enforcement to figure out who is who. Do we really want a sitiation where we start getting law enforcement more involved in restrooms?
Also, it goes well beyond just the toilet room. In the showers, people do not wear any clothes.

These laws have no bearing on a straight man who dresses as a woman. If he does a good job of it, one would never even realize he is a man. So again I ask...how does HB2 reduce this risk? It doesn't, not in the least.
So if a cisgender man (who dresses as a man) enters a women's restroom he can still be identified and questioned by law enforcement. It would be difficult for him to argue that he is transgender if he's dressed as a man. Note that this has not been a problem in any of the other cities that have passed a similar transgender ordinance.
This exact scenario happened last month in Seattle. A guy in board shorts followed the girls swim team into the showers twice. The facility could not make him leave because they could have been sued under a new ordinance very similar to Charlotte's. Even the police had no grounds to make him leave and would have been at risk of lawsuit.

It is about what the "police" can or cannot do PRIOR to any incident happening. With the Charlotte ordinance in place, the police would easily run the chance of repeated lawsuits for harassing Transgenders, if they were to question someone. Can you imagine what that would become. "TRANS LIVES MATTER"! and before you know it, the police are neutered and then guys (not the trans) get away with things before the police can react. You can't take back a sexual assault of a little girl or a woman of any age.

Before the Charlotte ordinance, how often did police harass transgenders? Or in cities without such an ordinance, how often do police harass transgenders? Not exactly an everyday news item, is it? That's because transgender people have been using the bathroom with which they identify years, and police haven't been stopping them because they don't know the difference. And after the Charlotte ordinance, if the police see someone they reasonably suspect is a cisgender man enter a women's rest room, the ordinance would not prevent them from taking action.

That's incorrect. It would absolutely prevent them from any action based on suspicious appearance or perceived gender prior to an assault taking place. They could be sued for discrimination directly under the ordinance.
