Which is the best place to retire? Jacksonville, Wilmington, Greensboro, High Point, Raleigh, or Chapel Hill?
I would like to know where are the best hospitals and homes under $180k. I am a military retiree too.
If you want to use a VA hospital, I'd pick Raleigh out of those options, because the VA is in Durham. Chapel Hill is probably too expensive to find a SFH in your budget. Furthermore, why not pick Durham itself? Your housing money will go further, and you can find safe areas within you budget. There is world-class medical care at Duke.
I am not sure why anyone would pick High Point, as I keep hearing how it has declined since furniture jobs left. If you want to consider the Triad, I would have suggested Winston-Salem as a better alternative.

High Point is closer to Salisbury VA than G'boro. That may be why HP is on the list. I agree that Winston-Salem would be a good option in the Triad. Great local hospitals. Lot of real estate choices on the south side of W-S in OP's price range. Easy drive to Salisbury.
Plus, there's plenty to do in W-S: recreation, shopping, arts, etc. Without all the traffic headaches of some of the bigger cities like Raleigh.

FWIW .....Chapel Hill and many parts of Raleigh are out of your target budget.
In Chapel Hill, $180K will likely get you an older 1000sf townhome in need of updating.
You may find some older single family homes in North Raleigh, likely in need of updating. There are some less desirable parts of Raleigh where you may find something.
I suggest looking at unincorporated areas outside of city limits. Land and space are available and real estate taxes would be lower as you would only be paying County real estate taxes.
check out property east of I 85 in Rowan County, avoiding the small cities of Granite Quarry, Rockwell and Faith, for tax reasons only, other wise they are fine places.
Did you specifically need to be near a VA? If so, start with a list of the VAs in NC (does it HAVE to be NC? You don't say) and consider the cities near there. The one in Durham is well-known, but there are a lot more factors depending on what you are looking for in a retirement place--mountains? Coast? City? Country? There is no "one BEST place to retire"--it depends on what YOU are looking for.
The Sandhills/Southern Pines area is very popular with retirees, as is Hendersonville, but again, the more info you can supply in what exactly you are looking for, the easier to narrow down.

The Sandhills has an excellent hospital in Moore County, and Fayetteville has a major VA facility as well is commissary at Fort Bragg.
Hendersonville is close enough to the VA clinic in Asheville.
I'll repeat that there is no one best place to retire.
