Mountains, urban or coast????
On average and the long range forecast it may be cold with possibly of snow. With that in mind, North Carolina is a large state so what type of vacation are you seeking?

Maybe Myrtle Beach, SC? It's within your driving limit from Charlotte. It's more commercial (e.g. more activities) than any of the NC beaches, especially in off season.

Yeah, the NC beaches would be nice for adults, but boring for a kid, in February.

There's also Busch Gardens in Williamsburg, VA, (and then you could do Historic Williamsburg as well while you were there) but I'm not sure what their off-season schedule is.

I'm not that up on what 3 year olds like, but what about Atlanta? The Atlanta aquarium is amazing, the zoo is good, there's a six flags, they have a puppet museum (which I have not been to since I was a child, admittedly), probably some other fun kids-oriented things I don't know about.
