Some candidates in NC are uncontested. If I do not like them and leave that box on the ballot blank, does the rest of my ballot votes count? Some states void an entire ballot if it is not complete.

Yes, your vote still counts. You do not have to vote for every race.

What states void ballots if you don't vote for every race? I didn't know that was a thing.

Yeah, I've NEVER heard of this because in every state, there are people who vote for President but don't take the time to go all the way down to Soil Commissioner or something. If somebody is being told that, they may have been the victim of someone attempting voter suppression or fraud (or at least very misinformed).

Please point us to a source about this because it is disturbing.

I think the OP just made it up, or maybe repeated it from someone else who just made it up. I'll bet money right now that no state voids a ballot because you didn't vote in all races. There is simply no way that either party is going to allow your vote for their senator or governor to not be counted because you didn't vote for a state commissioner. Lawsuits would fly and no way judges are going to let clear votes from valid voters be thrown out.

The only time I know where an "incomplete" ballot can be thrown out is an absentee/mail-in ballot where the incompleteness has to do with your identifying information not your votes.
